The California State University system is the largest university system in the U.S. and consists of 23 campuses statewide.
Our local CSU is Cal State East Bay. That means when a campus is impacted, students who apply from areas nearest a campus are given priority admission (e.g. Nursing, Engineering, etc). This should be considered your "safety" school when applying to schools.
CSU Application
Your application for all CSU's will be done through an application at Cal State Apply
Impaction
When the number of applications received by a CSU campus from qualified applicants is greater than the number of available spaces, a campus is considered “impacted” for undergraduate degree programs or for undergraduate students who apply from outside the local admission area.
Search here for which schools and majors are impacted.

Find Where Majors are offered
Use the CSU Degree Search option to find which CSU offers what program. While some schools may offer a program, they may not have the concentration you are looking for. For example, a school may have a Business major, but they do not have the Marketing or Accounting concentration that you want.
Select Bachelor's degree and search by the major's name and it will give you a list of majors by school and the concentrations.
